Is now a good time to dig and transplant blackberry canes and, if so, should I cut them back after planting?

You may transplant blackberry suckers in fall or early spring and do cut back the long canes. (In my expereince it helps to cut them back first and then dig.) If you move them in the fall, be sure to mulch them for the winter.
