Is spring the proper time to fertilize evergreen shrubs like hemlocks, junipers & holly? Also, should I fertilize azaleas & rhododendrons in the fall as well as the spring?

As a general rule of thumb, shrubs and trees should be fertilized only when they're actively growing. If you fertilize in late fall or winter, you'll encourage the plants to grow - any new growth will be very tender and subject to frost damage. Fertilize in the spring, after new leaves begin to sprout.
