I would like to know when the best time to plant rose bushes would be for the Dallas area in Texas.

Container grown roses may be planted year round. Bare root and "containerized" (bare root plants potted up for sale) roses are best set out in February. This gives them time to start to establish a root system before the onset of hot, summer weather.
