Some growers refer to their peonies stock as No.3-5 EYE Plants. How does that compare to Heavy #1 plants?

To be honest, it's not exactly clear what a heavy #1 plant would be without a definition from the supplier. As you have discovered, a description including the number of eyes (growing points) is far more informative and precise. Most reputable peony suppliers indicate the number of eyes (some also include the age of the plants) and this seems to be the industry norm.
