I found this strange small plant over the weekend....it seems variegated and has orange dots/spikes.

Anyone know what it might be?

Looks like a variegated opuntia to me. I'd be afraid the strangeness, and maybe the variegation, was chemically induced rather than genetic. Is/was this for sale commercially? Years ago I had a relative that worked for Dow Chemical Co. who gave us some herbicide to try on mesquites. I don't recall it actually killed anything, but there was a lot of strange growth where we applied it. That included some of the native opuntia. Their twisted, odd shaped growth and protuberances that resulted reminds of what is seen in this photo. Eventually, after a couple of seasons, the growth returned to a normal state.

Surely not the case here if this is being offered commercially, though.

Wow, very strange plant. Thanks everyone. I'll look it up and read some more about it. I loved the strange colors and the weird pink/orange dots on it.

That brings back memories. I remember that being a very popular Opuntioid Cactus during the 1950s and 1960s. It seemed that most hobbyists had at least one plant in their collection - I always did. It has many virtues: easy to grow and tolerant of a wide range of cultural conditions - very handsome in appearance with its multi-colored pads: dark & light green, patches of yellow, and pink, etc. - easy to flower - sparse spination - can be compactly grown in pots ……… and so on.
