We do not have snow in winter (almost do not have, this winter we had half of day of graupel, some years nothing at all, only 1 in 10 years a "real snow" for a day or 2. If this happens city is closed, no one is working, only emergency vehicles or special permissions are moving, until snow is moved from a central streets or until snow is melted).
Local winter is a lot of rain (at least we hope), and a lot of wind. All wildflowers are blooming in winter. More or less like Florida in winter, and hot like in Texas in summer (98-105 F) and now rain at all. Last year we has few drops of rain in July, it was a national news.
