Built long before regulations were in place to check for leaks and spills. The building was finally taken down and tanks removed a couple years ago. I suspect the taxpayers footed the bill for that. The Feds seem somewhat reluctant to go after the polluters. The bankruptcy laws make it pretty easy to avoid paying.
