If they have the right genetics, they may produce bulbils, though. I have successfully gotten a couple from a bouquet my wife bought me: The thread "Anniversary NOID" in Lilies forum

Especially nowadays, lilies in bouquets rarely have those genetics, though, but you never know.....

Even the people who really know their stuff can't propagate from stems with any type of consistency. It has happened by chance before, but not been repeatable. I did get some roots from an accidentally broken Lilium primulinum stem once, and callus on another. Cut it into 4 sections and treated with IBA. One rooted, one callused, two died. But the two wouldn't produce a bulblet (or leaves), so they eventually died, too.
