The "Rockin'®" designation is just a marketing trademark applied to various Salvia species and hybrids in the Proven Winners line. The trademark does not imply any sort of relationship between the plants beyond them being members of the Salvia genus. As you've observed, Rockin'® Fuchsia is not part of the Rockin'® 'Playin' the Blues' breeding line. I haven't found a published patent with definitive information yet, but marketing blurbs are promoting it as an interspecific Salvia guaranitica hybrid (a.k.a. S. coerulea hybrid).

Huh. I could swear I saw somewhere that Rockin Fuchsia is an S. longispicata and S. farinacea cross, but I went looking for the photo of the tag and couldn't find it -- might have mistakenly deleted it while editing photos. Rockin Golden Delicious is another case in point, though -- it's definitely labeled and described as an S. elegans selection (pineapple sage).

The flower form does remind me of S. guarantica 'Black & Blue', for whatever that's worth. PW says 'Rockin Fuchsia' is hardy to zone 7, but I bet that's only in a sheltered spot with a good mulch cover.
