What is going on with my roses? And what should I do about it?

Have you checked underneath each leaf for green larvae, such as a caterpillar or rose slug sawfly? Sawfly larvae look like this:

My rose bush is looking like the picture. I sprayed it with some insecticide. I see what looks like nats flying around.

Thank you! Slug sawfly was the culprit and I squished them all!!
