We in NZ have a history of gaily importing seeds (and cuttings) of plants from other countries, which have found the soil and climate here "better" than in the country of origin.
So, rampant they have run.
Gorse, brought here by settlers in the 1800s for farm and cottage hedges, is now running amok on our hills, and crowding out/smothering native plants. Broom, ditto. So many more I would have to Google to find the list!
Flowers from the "homeland" become weeds, here - noxious ones at that.
As a result, seeds being mailed into NZ get confiscated at Customs (Dep't of Ag & Environment) and destroyed. So the person to whom you send seeds will not receive them, and may have to pay a fine for the attempt to import live seeds.

Enjoy your swaps, but please, decline "swapees" from NZ?

DnD's swap in the Fall allows international swapping, but only if no one is breaking any laws in the process. So far, I have only noticed Canadians joining that swap. We used to have raffles that were limited to the US to avoid having winners that could not receive their prizes. That happened anyway to a winner in California who picked a prize that could not be shipped to her. I know, because I'm plant-sitting her prize plants until she gets moved to Arkansas and can have them legally.

We northern hemisphere members welcome southern hemisphere members who have new bloom photos to post in the dead of our winter. While this site is US based, and functions in the English language, it has an international membership, and some non-English speakers who bravely post using translation software. I hope that clarifies things a bit.
