The first thing that came to mind was a 'rug beater'! But that would destroy rugs. Are those metal? Those side arm things?
If so, I am wondering if it might be some type of implement to move bales of hay? But I have seen those before and I think that they are much simpler then that.

I sure that people with farm experience will offer opinions but after seeing the post, you got my curiosity aroused. I just had to offer something but I am probably way off.

Oh yes. An ice block lifter! I like that a lot.
If you look at old ice harvesting photographs, the ice blocks were a certain thickness. 6" seems right. Width X depth were bigger but thickness might not have been more then 6". It can not be easy to saw through more then 6" of lake ice to harvest blocks. Tools 50-100 years ago had to be limited in some way. A lot of it was done by hand more than 100 years ago.

An ice tool would not be spring-loaded. It seems like it would be used for grabbing (by pushing against) something and pulling it towards you.

@MRTIM22 Could maybe be a blacksmith tong. They have long handles so the blacksmith does not get burned.
