I know you'll probably hate this post, but I'm running out of room in my rose garden and can only add a few more. With your help maybe I can add up to five special roses. My criteria are as follows:
1. Four feet in height or less;
2. No climbing roses;
3.Color doesn't matter;
4.Good fragrance is not important;
5. You can name as many as you want.

Well I'm in a different zone, so YMMV!!! The Tooth Fairy, Gruss an Aachen, Marie Pavie, Mme Norbert LeVavasseur, Fire Opal, Clotilde Soupert, Valentine, Bordeaux and Caroline Hunt. I'm also partial to Lindee and Yvonne Rabier and Pink Pet, but I think the latter will eventually get larger than you desire. Summer Romance will get larger, but benefits from a good pruning.

I have Violet's Pride and True Passion, they are very short, maybe 2-3 feet. Maybe Molineux is short too. They are not my favorite, but I like them.

I selected this array of roses based on my own success and the fact I believe they are available from Heirloom Roses who ship to Hawaii. As own root roses none of the following will most likely not grow beyond 4 feet in height. Blueberry Hill, Cream Veranda, Distant Drums, Green Ice, Plum Perfect, Sexy Rexy, White Licorice, Francois Rabelais, Chrysler Imperial, Electron, Quietness, Cinco de Mayo, Betty Boop, Hot Cocoa, & Bull's Eye. Note: if you site Blueberry Hill in partial to dappled shade, the flowers will appear more of a blue color as opposed to lavender.

Tons of minis and minifloras will fit that bill. Some polyanthas too. I could probably name dozens, lol, but in your zone it's hard to say how big they COULD get. Here almost all of my roses stay under 4 ft. However, I would think most minis and minifloras would still stay under 4 ft in your zone.

A really nice creamy white one I have that has a nice bushy habit is Softee. It blooms nearly nonstop and is very healthy for me. Verdun is a great hot pink polyantha that blooms a ton and is very compact. I hesitate to suggest any of the larger roses because I just don't know how big they would get in a year round growing season. Do you have a local rose society? They might be able to give you better suggestions for your local area.

In my rose searching journey /endeavour I discovered this season something new: a climbing rose ( YES climbing) but grown flat close to the ground: Nozomi. It creeps all along the front of my bed and is right now simply covered in white/ light pink single blooms held in clusters. It doesn't grow higher than perhaps 4/5" but is a such a sight!. It has deep green shiny very small leaflets that smother out intending weeds. It keeps sending out new 5/6' canes always flat which only asks for guiding or pegging down for the most disobedient ones. Mine is a own root specimen and obviously has liked its place in a very sunny position. Since this is my first experience of growing roses this way, I'm sure other roses could fit into this growing scheme.

Thanks for your suggestions. I researched every one of them and was frustrated with the results. Growers were either out of stock or wouldn't ship to Hawaii. Margie recommended a variety of roses from Heirloom because they ship to Hawaii. I purchased a few from this grower. I plan to do more research later in 2020 to see if more of your recommendations are available.

Princess Anne, Silver Sterling, and Saratoga (unless it was misnamed because it ended up having pink stripes) are ones I have or have had that have stayed under 4', plus some OGR like Tuscany Superb and The Bishop.

Sunrise Sunset, I got through Maine organic farmers and gardeners assoc. (MOFGA) It is simply amazing. It was planted in terrible soil, over run by witch grass, gnawed by voles, and only get the whatever sunlight the trees around it miss. It also survives a chilly zone 4/5. Yet it shows cheerful blooms continuously through the summer. I definitely need more!

Bolero, Lavender Veranda ,Julia Child, At Last and Ebb

I know I'm late to the party but, here's my vote. 😊 Our Lady Of Guadalupe. She's a vigorous and hardy little bush coming in at 3'x 2' in my SoCal garden. Great repeat and no diseases so far (going on 2nd year). Color is just absolutely beautiful. I LOVE this one. If u r still looking, I hope you consider this one.

Comte de Chambord, my favorite at the moment, very short right now.

Another one that is very vigorous and hardy is Bolero. She's going on her 4th year in my garden. A prolific bloomer (just like OLG), no diseases, repeats very well, and VERY fragrant. She's a small bush 3.5' x 2'.

SoCal... CdC is gorgeous!!! Love the color. 😍
