As Greg said, light is paramount for healthy plants. Are you able to put the seedlings right next to the window? Are there a lot of them? Would you be able to shuttle them outside on bright 40°+ days?
For supplemental light, I use full-spectrum LEDs from Feit Electric, product # GLP24FS
They're less than 2 lbs, only pull 19 watts, and would be easy to hang in a window.
Amazon sells them, but your local big box "home" store probably does too.
