Been trying to grow grass for the last 10 days I've tilled it I fertilized it I laid grass seed down three times and I water it three four times daily What do I do now if it's still not growing

Just guessing but I'd say from where you live, it's just a matter of temperature and time. It matters a lot what type of grass you planted. Here in Tx we plant a lot of Bermuda where it needs to be up in the 80's to germinate well. The fescues are a cooler growing grass but the ground still needs to be warm for a few weeks before they sprout. Usually Summer is the best time to plant.

You are not giving it a chance!

Days to germinate.
But you have reseeded a couple of times as well? That's not a good idea.

You should have seeded once, given it at least 10 days to show signs of germinating. And watering, unless it was over 90 to 100 degrees and baking in full sun, there was absolutely no reason to water it 3-4 times a week, let alone a day! Take a deep breathe, relax and slow down. You have not given it a chance to grow.
With that much water, you may have caused the seed to rot!!

Both Ivan and Bill gave you good advice. Also, the ground temperature should be above 60 f degrees. I am waiting until 1 May to plant more grass. My day time air temps just started getting into the mid 60s, night time in the high 30s-40s- not warm enough for me to plant grass.
