Hi Patty:

Step back, and show us that whole plant!

I can see that there is opposite arrangement of simple leaves on a woody plant, and a pink terminal bloom that is not fully open.

In the Willamette valley of Oregon, I'd suspect that is a Lilac (Syringa sp.) of some sort. But, it would be great if you'd taken a picture of the whole plant for which you want identification.

And if you do, ask them to provide additional information about where it is growing, site conditions, etc. Those details always help when IDing from afar when accompanied with ample images.
