The photos are too blurry to see the bud very well, but to me that looks like what I think of as "bull-heading",which again, as far as I know, is not a disease. I think certain varieties are more prone to it, and it can be caused by 1)immaturity of the plant 2)weather conditions 3) bad soil . I hope this discussion will continue, because I myself have problems with some roses doing this, and am working on trying to figure it out.
