Recently tore out the front lawn at home and looking for a water friendlier ground cover. considered dwarf carpet of stars but landscapers said it doesn't grow well in SoCal heat so looking for something else and ran into this plant being used for ground cover at work.

Coyote brush grows 6 or 8 ft tall. It would never be a ground cover.

What I'm trying to say is that ID is wrong.

There are varieties of Coyote brush that stay very short. 'Pigeon Point' stays 1-2 feet tall. There is another variety that I think is 'Twin Peaks' that stays quite low also. There is also B. pilularis subsp. consanguinea that is shorter (3-4 feet) than the typical species.

Here is Baccharis pilularis 'Twin Peaks'. It makes a good drought tolerant ground cover.
