What is this rake specifically designed for, possibly dethatching grass (altho it seems too heavy for that), maybe moving rocks ?

De thatching grass, it will collect rocks (not what it was designed for) some will lodge in between the very sharp blades

It is a thatching take.
It has to be heavy to be effective. Thatching a lawn is time consuming and an acquired skill! It will improve the lawns health immensely!
