More, closer photos would be helpful but, from what I can see and your location, its Tree Tobacco - Nicotiana glauca

Wow, thank you so much. After looking at the other images I believe you are spot on. I have never seen anything like this plant before. I'v been watering it hoping it was edible but I think I'll stop now. I can't get much to grow here except for cactus.

For what it's worth, it is a favorite food for hummingbirds and an invasive exotic as well. Also, the foliage is toxic (nicotine) so don't eat it. Rolling on the floor laughing
