whatever is causing the poop and webs is the harmful part. I assume caterpillars but I really don't now. How wide spread is the damage? If that's the only spot, just a traveler. If widespread, time to be looking for the culprits.

The leaf behind with the black spots is more concerning, IMVHO. I would remove that leaf and put it somewhere away from the rose.
