Might be the grasshoppers, but I'd expect to see some larger chunks eaten away and a few large sections of leaves lying on the pot where they got eaten off. 'Hoppers are wasteful diners. Some of the destruction is more like vandalism than consumption. They are really bad here this year and the season is not nearly over. They are beginning to damage the pepper plants now. It's really irritating to go out and find immature peppers eaten off at the stem lying on the ground below the plant or a pepper with a large chunk eaten off the side. Seeing way too much of that. If it's 'hoppers, I wouldn't expect the soap to be very effective. Not much is against them. However, sometimes just moving a container into a different location works something like a miracle. No explanation as to why, but it works a good percentage of the time. The were damaging some of the cacti in containers and I moved them a few away under the overhang of the porch and they've left them alone now for several weeks. Good luck.
