Its all based on averages over a 30 year period. The chart says there is a 90% chance your last frost date will be around April 15 but 10% of the time, it will freeze again before May 23. So, plant your garden on April 15 but be aware you may have to protect plants all the way through May.

I do plant April 15 but I also use water walls and tomato greenhouses to protect the plants. We often get one more snow storm in the beginning of June but I'm not willing to wait until the snow is off Peavine (local wisdom Smiling ). I haven't lost anything yet.
