Hi! I have a new flower garden, and it has a lot of sunflower seeds in it because of birds, will this cause issues? can i use it as mulch? Thanks in advanced!

Are you asking about using whole seeds as mulch, or the hulls? Are you thinking about using anything else with them, or just the seeds or hulls?

The hulls, I'm not sure, I have 2 raised beds each 8' by 10' and it is thoroughly amended

From what you described, I would probably prefer compost for the beds, and to put those hulls into a compost pile.

Mulch is generally plant material... hulls comes under that description.
If you have enough to cover the soil in your bed... Why not?

The only problem that I can see... Those birds tend to scratch out whole seed, sometimes...

I'd expect to see sunflower seedlings.

Those make nice flowers too...

I've been expecting to see some mention on this thread about the allelopathic properties of all parts of the sunflower plant, a topic which has prompted lively discussion on this site.

Here is a scientific breakdown of the evidence, which is pretty scarce about the hulls themselves. Maybe you could create a test section in your yard for one year and see for yourself.
