I harvested garlic last year and must have missed some
this is what I have now

....so what do I do with it?
can I pull and replant?
use it as is ?
Is it compost?

You could eat the greens. I would imagine in your zone, the leaves are getting a little fibrous, but if you chop them up, you won't notice and\ will still get that strong onion flavor and all those vitamins and minnerals. Alternatively, if you cook them the fibers melt away, as does the strong taste.

What @Leftwood says plus you could also pull them up and just use the small garlic cloves from the bottom of the plant. They will be tender and mild.

They won't grow into full mature garlic bulbs as is, they are too close together. You could pull them up, separate them and replant them. But I wonder if they will form worthwhile bulbs before they go dormant in mid-summer.

And if you do not need greens at this moment, you can leave it there, it will still produce bulbs, they will be clumps, might be smaller.
Dividing and replanting also works, but in that stage it will often stressed and produce tiny bulbs if any.

It's too late to try to replant. You will just trigger them to go dormant even earlier. Best to leave them be, and harvest as you would a normally planted garlic. The smaller bulbs will still cure and hold until planting season comes again in the fall. How big a bulb you get the following season is dependent on the size that you start with. Depending on that size and cultivar of garlic, you may end up with one big clove the following season, rather than 3 to 12.

Those look like nice little bulbs to include with a pickle of something else - early baby squash? Green tomato? Lemon cuke?
