I saw this lovely tall blue flower outside a church. It was well over 5ft tall. I'd love to know what it is if anyone knows?

Last week I saw CICERBITA PLUMIERI
It was 6-8ft.
Top leaves ordinary clasping.
Bottom leaves like a dandelion.
