I've seen them in catalogs years ago, but now that I've encountered one "in the wild", I can't remember the name. The plant pictured is about 28" tall, the leaves are around 6" to 8" long and somewhat "felt-like".

Looks like a Phlomis russeliana, hardy Jerusalem Sage
