When there is a banner re-run is it due to no new banners uploaded by members?

I tried to trick it to accept a screenshot from phone but the quality wasn't good so it didn't get accepted. .

I love the framed images, I keep meaning to do something like that but forget about it until I see it done again. It's back on my list again! Beautifully done!
