It's heartbreaking to find your hard work damaged like that. I'm so sorry to hear about this set back. Sounds like maybe squirrels? Or skunks? I once had a skunk dig up all my newly planted cabbages. If you don't have small kids or pets that would eat them, mothballs scattered around will deter anything. You can pick them up and get rid of them once the summer starts.
