I thought Pulsatilla too but the leaves don't seem right. I'm surprised that would be still there "in the wild", it could invoke a serious case of plant lust! You could write to the NPS and ask what it is:

Could it be a double form of Pulsatilla patens (formerly Anemone patens)?
