Hard to tell, were any fronds left? might water it and wait, if it is going to grow back, it will put on new growth.

A VERY high likelyhood. The determining factor is primarily how much stored energy the plant had at the time of the damage. It needs enough energy to push at least a few fronds to where they are about 75% mature, which is the approximate point at which they become an asset (create more energy during photosynthesis than they're using to grow) instead of a net user of energy. If the plant was healthy - no worries. Mother Nature has a plan.
