My cat palm has been doing pretty good. I've had it since June. it's getting a bit dry though, so I might need a humidifier in the winter.
Two fronds have opened and there's more coming out too. Is this frond just old or is the grow light too much at 12 hrs a day?

Actually, it looks like you have a mite problem. They can be real difficult to control. A thorough wash with warm water helps as do insecticidal soap and Neem oil.

I thought it miiiight be mites since I saw dusty webs, but that's weird since they just came out of nowhere! I just doused the plant in neem oil.

Mites have a habit of doing that. And they are basically born pregnant. I myself would not use neem oil for mites, or use neem oil on a palm. Mites will be on the plant in 3 stages all at once. Eggs, nymphs and adults. Neem and most topical insecticide do not kill the eggs. So you have to keep reapplying every 5-7 days. I prefer a systemic that gives a fast knockdown and of all the adults and nymphs and helps address hatchlings. You still have to do serial application but it works better.
Neem can also cause a buildup over time that interferes with transpiration

Mites are just inevitable with some plants of mine.
I use systemic plus alcohol/water spray.
Plant it and they will come.

Strangely, I don't get mites anymore. I have not had them for over 10 years. I used to fight them when I grew a forest of big broadleaf tropicals like heliconias, Etlingeras, and large growing species of Calathea. But I haven't had them in forever. My pests now are mealybugs, scale and the occasional thrip

Agree about the damage looking like spider mites. I've never done anything about spider mites but thorough showering and for very established infestation, spritzing with rubbing alcohol. The trick is noticing the problem in time. Removing the most affected leaves is the best first step, then the thorough rinsing/showering. If you want to do both, spritz the alcohol, then rinse & shower after.

Is the air in your home very dry? That can be an invitation for SM. Does the pot have a drain hole? If it's not just an illusion from the top-down angle of the pic, it looks very small compared to the size of the tree.

It was in a 10 inch pot when I got it, I repotted to 12 inch a few months ago so it has tons of room for roots to grow.

The brown pot it's in has a drain hole, but there's a decorative pot on the outside with no hole. That probably sounds really weird.. but I wasn't sure if water would leak on my floors.

Everyone was right, I looked at it and saw webs in between the fronds. Sprayed with alcohol and washed it in the shower.

The double-pot arrangement is very common. Nobody wants a wet floor. Best luck!

Alcohol is ok for some plants but not always for palms. A systemic insecticide is better

Are there systemics for mites? Everything I researched was spray on.

Orthene is a systemic that will kill mites. Others are Avid and Kontos. There are others as well. Yes, you spray these on and the leaf absorbs them into the tissue of the plant. They are not necessarily absorbed through the root system
