What kind of poppy? That makes a difference. When and how did the package say to sow them? Many are spring bloomers and it might be too late/too hot to start seeds now. (What is CA? California? Canada? Can you be more specific about your location?)
Those also look like they are extremely light-deprived. My experience with poppies is that they perform better direct seeded. They have long tap roots that can be touchy about transplanting. I don't feel too optimistic about those, but try moving to bigger pots in outdoor filtered shade for several days, then gradually get them into sun and into their permanent homes.
