planted a hollyhock and all it does is get leaves. doesn't send up a stalk. what is wrong. this is the second year

Maybe too much nitrogen fertilizer? That can often grow more leaf growth than bud, flower growth.

It would help if we knew where you are located (you can add that info in your "profile," so it shows on the right-hand side of your posts). Most hollyhocks are biennials, so they will flower the 2nd year; maybe it just isn't time yet for yours to send up the flower stalk?
