Hi Ellen 34, I agree with Calin, looks like a sempervivum, hard to guess when tag is gone..but it is an alpine succulent, meaning it loves outdoor growing, in bright light and in cooler conditions. Usually the plant will make little offsets either in between leaves or it will have long stolons and at the end are the offsets around the mother plant. When it is nearing its peak growth, it will bolt, meaning create flower stalks at the center. You will notice the center part will appear like it is making a cone, Sempervivums are monocarpic, so after it blooms it will eventually die, But you can either separate the offsets from mommy plant or get the seeds to grow them again.
The bigger one you have, I think it is is trying to bolt, sometimes it is also its reaction to whatever stress it is having. Just observe a bit more. If it does bolt, just enjoy the show and hopefully you can get seeds.
