Why Plumaria plant as drooping leaves in it it's struggling for to produce flowers of I'm just wondering if anybody has any advice on how to treat the plan

Climatic conditions and soil problems including too much or too little water can cause that kind of distress.

Have you had a tremendous amount of rain recently, and did the water stand around the plant? An abrupt temperature drop? Extreme high temperatures?

Have you checked your watering system recently? Maybe a sprinkler is broken or clogged and not watering that area?

@Markpdunn. I agree with Elaine. You need to give us all the information you can think of concerning the growing conditions. Your plant does not look good, so something is certainly going on. Do post your location in your "Profile" too.
