The NGA (garden.org) doesn't actually supply plants. You will need a find a supplier in your country that has this cultivar available. Some suppliers are listed under the Green Pages section:

Alternatively, you can add it to your "wanted" list from the entry in the database to let people know you're looking for it:

Lily (Lilium 'Starlette')
