Similar but seem different. The one I found can survive winter and it bloomed after a huge snowstorm over here.

i think you are right, Scotch Heath (Erica carnea), bloom around jan to march.

If it is blooming now then likely an Erica, winter heather. There are lots of varieties. Same with Calluna (lots of varieties).
