It looks like a lichen to me.

Thank you Daisy and porkpal. The shrub seems to be slowly dying over last 2-3 yrs. it is a vital feature in my yard. Been here 18 yrs and been fine till now. Want to save it! Sparse spots and dryness here and there, especially where those growths are (were). The bright orange fades after a few days but still visible Fertilizer doesn't seem to help.

Maybe its being crowded out. That looks like a very small space for a very large plant.

Is there any chance of a sharper picture of the orange stuff? Maybe try holding a piece of white paper behind it so the camera will focus on the branch? Or does it look like any of these pictures:

To me it looks a lot like the cedar rust shown on that site.

Looks like cedar quince rust picture on that site.
There was another post with a website that was very interesting but I cannot find that post now. I would like to follow up. I am having a little difficulty navigating this forum, so am wondering what happened to that most recent post.

sooby, porkpal et el.
It is a low-lying shrub that has grown into a triangular plot next to my walkway( looks like cedar to me). It looks really bad this morning after rain during the night. It is wet and slimy and there is more than ever on it today I really need to know what do. Thanks for any further help anyone can offer. I don't know if it is lichen or rust

Yes, I believe it is Cedar Quince Rust and I will cut away what I can and go to a garden shop to get some organic sulfur product as suggested in the website. Thank you all.

It's rust for sure. It might be a good idea to try and figure out if you have any of the alternate host plant as well. There are several possibilities, see this factsheet from Missouri Botanical Garden:
