Those are just aphids. They come in many colors and prefer new growth. There are plenty of ways to treat them. I usually put on my gloves and gently squeezing the foliage run my hand up it. This smushes many of them (and perversely, I rather enjoy it ;). If the hose is available I put it on full power jet and hose the upper and lower sides of the foliage in the areas affected. Then I watch the plant to see if they make a come back over the next several days. If they appear to be returning, I usually get out the safer soap (if it's a plant that isn't sensitive to it, and weather permitting). You can always dig out the 'killitall' but I usually reserve that for when I am utterly disgusted and annoyed that all the other methods did not work. Many times, unless the infestation is severe and on a prized plant, the first couple of methods work just fine. Leaning towards organic gardening, I am willing to tolerate a few aphids as long as they don't get out of hand.
