Is this an elderberry plant and are these buds going to turn into elderflowers?

I don't know what your plant is but it isn't elderberry. This is elderberry.

It looks like elderberry to me.
I think you missed the blooms.
Those look like green berries.

A side note:
One of my elderberry bushes had a tent caterpillar colony going.
I considered removing the colony, but... As they didn't bother me much.... It didn't get done.
As the berries ripened, the songbirds came...picked berries and caterpillars both!

Maybe red elderberry? Wait until your berries ripen and repost a photo.

I agree, Colr's plant appears to be Red Elderberry (Sambucus racemosa)

@AnnebelleR, since you posted your photo here on Colr's thread, many members probably won't see it. It's best to start a separate thread with a photo of your plant that you want identified; just scroll to the bottom of this page https://garden.org/forums/view... and where it says "Start a new thread", type in a subject and upload your photo. If you can upload a couple of photos; one of the entire plant, one showing the leaves and also one showing the flowers, I'm certain someone will be able to identify it for you.

edited to add: That being said, those pretty flowers in your photo do look like they might be some sort of Elderberry! You don't have a location of where you live or what part of the country/world the plant is growing but we have lots of different types of Elderberry listed here in our database with photos for comparison: https://garden.org/plants/sear...

To the OP it is an elderberry, what you are seeing now ARE the berries. The blooms are whitish, early in the year and somewhat insignificant, they flower for a very short time, so you just missed them is all.
The birds will eat the berries before you get them most likely. Some people use the little berries to make jam or wine. ect.
PS, they stain clothing carpet ect (like on the bottom of your shoe, or you dogs paw).
