I found this plant growing in my garden. I've never seen it before, and I'm wondering whether it is a plant or an overgrown weed.

I looked at images of Astilbe, and it looks exactly the same. It hasn't flowered as well as it could do, though. Possibly because the weigela next to it is blocking the sunlight. Thank you for your help.
