At a garden tour someone asked if I might know some mystery plants that kept surging over from her neighbor's yard. I was stumped :/

This had no bloom and had a pleasant (to me) aroma. It reminded me of when I'd smelled Sweet Annie, but it definitely does not match online photos of it. Maybe another artemisia?
