Can anyone tell me if this is 'Best Bet'? (Or, what it is if it isn't?)

How about Tall Bearded Iris (Iris 'Best Bet') ?

The only thing is - this one is listed as "known to rebloom", and I don't think mine ever has.

Not reblooming isnt necessarily a reason to discount the id of that iris. I have rebloomers that rarely rebloom yet they are labled as rebloomers.

Plant ID from picture is almost impossible as there are about 30 bi tone blue that I know of and I do not know them all. It is just guessing.

You would need to ID correctly to take all the guesses BUY them from a grower and plant next to your NOID and hope in there is the correct one to yours.

You to ID from photo need to compare monitars, soil, ph, fertilizer used, east west coast

As a judge in a just for fun ID with the iris stalks in front of us had 5 pink self iris all with almost the same beard color and a list with 10 or more pink iris names on it, we had to some of the top categories of judges to the ones that had just gotten their judges credentials well the most guessed correctly was 3!

Now a suggestion, see if you can find about when planted the source and then come spring, take and tear apart the iris, so you have one standard, one style arm, one fall with the beard up very up close and personal so you can see the throat hairs, the under or base hairs, the hairs on the tip etc.
