Dracaena are tolerant of a wide range of culture. Many people grow them in water.
It looks like a blend of Hydroton (fired clay balls) and some sort of fiber. Almost any plant can be grown in a medium like that, with an appropriate adjustment in the watering and feeding routine.
It could be some sort of semi-hydroponic system with a built-in reservoir in the bottom of the pot. Are the drainage holes in the bottom of the pot, or are they an inch or so up the sides?
