It looks like a type of Ironweed, Vernonia ssp. but not sure. Smiling

It does resemble Ironweed (Vernonia). Here are a few for comparison:
Missouri Ironweed (Vernonia missurica)

Vernonia leaves have acute or acuminate bases, not rounded or cordate (as the pic shows), so cannot be vernonia.

My first thought was some sort of tree growing back from a stump.

One can always google the base address to see what it is without going there - co.stevens.wa.us

the link shows clary sage, which it can't be because sage has oppositely arrange leaves, and the pic here has alternately arranged leaves.

My initial thought was that it's a tree. Prunus virginiana?

I don't think you will find the sub-tropical Thyrsacanthus tubaeformis growing outdoors in Chicagoland. LOL. Anyway, I think all Acanthaceae members have opposite leaves, not alternate.
