Looks like it could be a Juniper.

Can you take a pic of the entire tree? Is it an upright conical shape? It looks related to cedar or a juniper type tree from the cutting. Like arborvitae. They're very common in the Bay Area.

I think it is more cedar than juniper. Very soft leaf with refined needles. I will try to get a shot of the full tree.
