If your brother can't tell you where they may have been taken, it ain't up to us to figure that out. I will say: photos always have date or time tag, so anyone should be able to say where they were (approximately) on any certain day.
If his flight path was from New Mexico to Fort Lauderdale, Florida, he likely was following I-10 or a similar route across the southern tier of states, and species like Pyrus calleryana would have been behaving similarly all along that route.
