I agree it looks like a variety of flowering kale - one that is being grown in far too little light. These guys really like a lot of sun.

There is a type of split leaf primrose that grows here which looks a lot like your plant - except it runs on the ground instead of standing vertically.

Shrug! Maybe one of the ornamental kales that is past its prime. Look at Crane Feather King and Crane Feather Queen ornamental kale.

do the leaves have scent and is the stem square?
It may be an artemesia of some kind.
