In my garden these are under 14 inches and all of them are perennial:

Pretty, pretty, pretty!

12- 18 inches according to the database, mine are shorter.

Short but with quite large blooms.

White variety.

Very hardy and good for naturalising.

Edible! Thumbs up

Common chives in case you do not grow these already... Edible of course. Also available with white blooms.

Has interesting, evergreen foliage. Needs well draining soil.

Both flowers and leaves are edible. (Not to be confused with Convallaria majalis/Lily of the Valley or Colchicum autumnale/False Autumn Crocus, which are both poisonous!!) Large patches will give off a strong garlic smell when dying down, so plant small groups if you want them close to where you like to sit in your garden. Likely to spread.
Of course I talk to myself; sometimes I need expert advice!

I've grown allium unifolium, it's delicate. It's a native for coastal regions here, so I can't tell you if it would spread. It doesn't in my dryer gardens.
Remember, it is dangerous to the environment and ILLEGAL in MANY states (CA is one) to mail plants/bulbs/cuttings in. Let’s all practice Do No Harm while we walk this earth and find other ways to connect to one another through gardening.

My favorites are Summer Beauty & Millenium. They might be a little taller than 14" maybe around 16" but they both have great foliage that lasts all summer plus a long bloom time in mid-summer. Definitely worth putting in your garden.
